 I can't use an outbound email feature without a signature. I looked in the documentation and didn't see anything

 You got it right.

We've added a "Favorites" feature for the email and document editors that allows quick inserts of signatures or other rich documents - images, formatting, yada-yada. Works like Outlook's Insert ==> Signature, but a little more versatile. Fast, efficient, effective.
